The API endorsement in RP 580 Risk Based Inspection is an extension of the base inspector certification process. You need to hold one of the current main inspector certificates 510, 570 or 653 to sit the exam.

I would point out that most of the major guidance documents on RBI API 580, 581 and the UK HSE best practice identifies RBI as a process with multiple inputs and not the product of one individual. Holding the API RBI endorsement demonstrates an inspectors advanced knowledge of the 580 document not an endorsement that he is certified to perform RBI.
